Dr. Tibbitts is the co-founder of HREA and former coordinator of Human Rights Education Programming for the Netherlands Helsinki Committee. She successfully developed and managed projects in the NGO sector for over thirty years. She has worked as an evaluator and researcher in the United States, Europe, Africa and Asia since 1989, where she has been involved in classroom-based research, needs assessment, programme evaluation, training and workshop evaluation, and assessment design. She has Master’s degrees from Harvard University’s Kennedy School of Government (Public Policy) and from Harvard’s Graduate School of Education (Administration, Planning and Social Policy) and has extensively published on human rights education and training. She served as adjunct faculty at Harvard University’s Kennedy School of Government and Graduate School of Education, the UN University for Peace and was Lecturer at Columbia University’s Teachers College. Felisa works mainly in HREA’s Human Rights Teaching Program and is the instructor of the HREA e-learning courses Data Collection for Project Monitoring and Evaluation, Monitoring & Evaluation in the NGO Sector, and Project Cycle Management.
